Taking qualitative health care to the doorstep of every citizen and inhabitant of Bayelsa State and making the State the hub of excellent medical services thereby also promoting health tourism.

The state Ministry of Health will collaborate with the Federal Ministry of Health and other health agencies like WHO, UNICEF, etc will institute policies to address:

The state ministry of health will issue guidelines on the following:
- Consent for medical treatment
- Deceased patients and release of assets
- Hospital discharge
- Drug and alcohol consumption and treatment
- Procurement of goods and services in the hospital
- Employment
- Service charges
- Workplace safety
- Grievance resolution
- Staff reward and punishment
- HIV testing, treatment, care and support
- Home and community-based care and support for PLWA
- Information disclosure.
- Mental health
- Pharmaceutical prescription and access
- Record management and access
- Hospital waste management.
